Ladakh Chief Secretary Ashish Kundra Reviews Road Connectivity, Higher Education and Tourism Development in Zanskar

Kargil, February 22, 2026: The Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, conducted an extensive review of road connectivity, higher education infrastructure, traffic management, and tourism development during his visit to the Zanskar Sub-Division.

The visit focused on strengthening infrastructure, ensuring safe transport, and promoting sustainable tourism in the remote Himalayan region.

Review of Road Connectivity and Shinkula Tunnel Project

Chief Secretary Ashish Kundra met officials of Unit 126 RCC (GREF), where Commandant Y.S. Tomar presented updates on the NPD Road and LPN Road projects. The briefing covered completed stretches, pending sections, and overall connectivity improvements in the region.

A detailed presentation was also given on the Shinkula Tunnel project, outlining its key features, construction progress, and challenges posed by difficult terrain and harsh climatic conditions.

The Commandant apprised the Chief Secretary about ongoing road safety measures, traffic regulation mechanisms, and the status of road accidents along the route.

Taking note of traffic concerns, Kundra directed the Deputy Commissioner of Kargil and SSP Kargil Nitin Yadav to coordinate closely with the Border Roads Organisation (BRO) to ensure proper traffic regulation. He emphasized issuing clear traffic advisories, particularly for the Shinkula route, to ensure smooth and safe vehicular movement.

Drawing parallels with the well-coordinated system at Zoji La, he stressed the need for a notified Standard Operating Procedure (SOP) to avoid confusion or inconvenience to commuters.

Inspection of Government Degree College Zanskar

During his visit, the Chief Secretary also inspected Government Degree College Zanskar and reviewed the institution’s infrastructure, ongoing and completed projects, academic capacity, and student enrollment.

Principal Dr. Amjed Ali Abassi briefed him on the college’s establishment, land acquisition, academic blocks, subjects offered, and staff strength.

Kundra emphasized the introduction of vocational and skill-based courses aligned with employment opportunities. He encouraged launching entrepreneurship development programs, Artificial Intelligence (AI)-oriented courses, and advanced skill-based training to enhance students’ employability in line with emerging educational trends.

The Principal also requested the introduction of postgraduate (PG) courses, establishment of an incubation center, adequate funding, and faculty training programs in accordance with the National Education Policy (NEP).

Meeting with LAHDC Kargil Councillors

Later, the Chief Secretary met four Councillors of the Ladakh Autonomous Hill Development Council Kargil (LAHDC Kargil) from Zanskar, including Executive Councillor Punchok Tashi, Councillor Stanzin Lakpa, Stanzin Jigmath, and nominated Councillor Namgyal Phuntsok.

The discussions centered on developmental initiatives and boosting tourism, particularly adventure tourism, in Zanskar.

Punchok Tashi highlighted land identification for a proposed civil airport and stressed preventing land encroachment. He also raised concerns regarding Shinkula traffic regulation and sought better power supply infrastructure.

Councillor Stanzin Lakpa raised issues related to land mutation and registry processes and emphasized the need for administrative intervention and tourism infrastructure development.

Focus on Sustainable and Cultural Tourism

Addressing the councillors, Chief Secretary Ashish Kundra underscored the importance of preserving Zanskar’s rich cultural heritage. He stated that while tourism has immense potential to strengthen the local economy, development must safeguard the region’s cultural identity and originality.

He emphasized that sustainable tourism requires collaboration with industry stakeholders and a progressive approach that prioritizes cultural preservation alongside economic growth.

Following the meetings, several delegations submitted memorandums highlighting local concerns and development demands. The Chief Secretary assured them that all genuine issues would be examined and addressed appropriately.

The visit reflects the Ladakh administration’s continued efforts to enhance connectivity, strengthen higher education, and promote responsible tourism in Zanskar while preserving its unique Himalayan heritage.
