Leh, April 2026: Lieutenant Governor of Ladakh Vinai Kumar Saxena handed over renewed lease deeds to 79 residents of a Housing Colony in Leh, describing the initiative as a historic step towards ensuring legal security and stability for families.


Long-Pending Issue Finally Resolved

The renewal of lease deeds, pending for several years, marks a major relief for residents who had been facing uncertainty due to expired documents. The initiative was carried out under a special drive to clear backlog cases and provide legal clarity.


Legal Security and Financial Empowerment

Officials said the renewed lease deeds will:

  • Ensure legal ownership and security of tenure
  • Enable access to bank loans and financial services
  • Facilitate smooth property transactions
  • Allow sale of land at fair market value

Addressing beneficiaries, the Lieutenant Governor said the move would bring peace of mind and financial empowerment, emphasising that secure housing rights are essential for long-term stability.


Conducted Under Legal Framework

The process has been executed under the Jammu and Kashmir Land Grants Act, 1960, ensuring full legal validity of the renewed documents.

Special camps were organised to expedite verification and processing, enabling on-the-spot resolution of long-pending cases.


Aligned with ‘Housing for All’ Vision

The Lieutenant Governor said the initiative aligns with Prime Minister Narendra Modi’s vision of ‘Housing for All’ and improved ease of living, particularly in geographically challenging regions like Ladakh.


More Camps Planned to Clear Backlog

The administration has assured that similar camps will be organised to:

  • Clear all pending lease renewal cases
  • Reduce administrative backlog
  • Ensure no eligible beneficiary is left out

Residents welcomed the move, noting that many families had been unable to avail loans or sell property due to expired lease deeds for decades.
