Ladakh: Textiles Minister Shri Giriraj Singh chaired a high-level review meeting on Thursday in the presence of senior ministry officials. The meeting assessed key initiatives aimed at strengthening India’s textile ecosystem through technology upgrades, institutional reforms, and support for the industry.
The Minister reviewed the work of transforming powerloom service centres into ITADCs. These centres are being developed as integrated growth hubs that will provide facilities such as skill development, testing, design support, technology adoption, credit access, export promotion, and market linkages to textile entrepreneurs and MSMEs.
In the first quarter of the 2026-27 fiscal year, ITADC trained over 1,170 trainees and reached approximately 1,770 textile units through outreach programs. The centers also assisted entrepreneurs by facilitating access to credit, connecting them with e-commerce platforms, promoting product-based entrepreneurship, and supporting the commercialization of new fibers such as bamboo, hemp, jute, banana, and pineapple. The Minister stated that ITADCs are now evolving beyond mere training centers into hubs for innovation and enterprise development, providing support to businesses from the initial stage through to market expansion.
The Amended Technology Upgradation Fund Scheme (ATUFS) was also reviewed during the meeting. According to an independent evaluation, 10,061 textile units received assistance under this scheme through subsidies amounting to ₹2,776 crore, attracting investments exceeding ₹53,121 crore. Approximately 6.7 lakh modern textile machines were installed, and around 3.6 lakh direct jobs were created under the scheme.
The study found that every ₹1 crore of subsidy generated approximately ₹19 crore in private investment and created around 130 direct jobs. Weaving accounted for 46% of the total subsidy, while composite units generated nearly 1.7 lakh jobs; this highlights the scheme’s impact on technology, productivity, and employment.
The Minister also launched a KPI portal for ITADC, enabling real-time performance monitoring through digital dashboards and data-driven reviews. He directed field offices to collaborate with stakeholders to implement textile-related initiatives and expand their reach.
Ms. Neelam Shami Rao, Secretary, Ministry of Textiles, emphasized the need for institutional synergy among field units, the Textiles Committee, EPCs, TRAs, and industry associations to ensure the reach, service delivery, and effective implementation of schemes across the textile value chain.
