Ladakh Chief Secretary Reviews LG Action Tracker in Leh, Pushes for Faster Implementation Across Key Sectors

Leh, March 30, 2026: The Chief Secretary of the Union Territory of Ladakh, Ashish Kundra, chaired a high-level review meeting in Leh to assess the progress of the Hon’ble Lieutenant Governor’s (HLG) Action Tracker, focusing on timely implementation of key developmental initiatives.

The meeting was attended by Administrative Secretaries of various departments, with some officials joining virtually.

Comprehensive Review Across Departments

The Chief Secretary conducted a detailed, department-wise assessment covering sectors such as:

  • Deputy Commissioner Leh
  • Public Works Department (PWD)
  • Housing & Urban Development
  • Public Health Engineering & Irrigation
  • Tourism, Transport, Rural Development
  • Agriculture & Horticulture
  • Industries, Power Development
  • Youth Services & Sports
  • Civil Aviation

The review emphasized priority areas, timelines, and execution status of ongoing projects.

Focus on Urban Beautification and Environment

Special attention was given to urban aesthetics and environmental improvement:

  • Directions issued to procure cement and clay flower pots from Likir village
  • Installation of seasonal plants along central road verges
  • Measures for protection of newly planted saplings, including fencing and irrigation using treated STP water

Employment Initiatives and Digital Portal Launch

The Chief Secretary reviewed progress on:

  • Profiling unemployed youth in Leh and Kargil
  • Launch of an employment portal, now ready

He directed departments to:

  • Upload all vacancies for public access
  • Launch the portal through a coordinated programme involving private sector, PSUs, and market associations

Model Villages and Heritage Development

Key initiatives discussed include:

  • Development of Stok as a heritage village
  • Promotion of Likir as a pottery village

These projects aim to boost cultural tourism and local livelihoods.

Infrastructure and Civic Issues Addressed

Concerns related to urban infrastructure were taken up:

  • Improvement of drainage and sewage systems in old town areas
  • Introduction of traditional façade signage in market zones
  • Development of organized vending zones to ease congestion

Stray Dog Management and Public Services

The Chief Secretary directed:

  • Identification of capable NGOs
  • Preparation of a comprehensive stray dog management plan within one week
  • Acceleration of sterilization efforts

He also stressed improving:

  • Public transport infrastructure
  • Bus shelters and waiting areas
  • Flexible route planning based on commuter needs

Tourism, Branding and New Attractions

The meeting reviewed initiatives to boost tourism and branding:

  • Social media promotion of Ladakh
  • Adventure tourism clearances
  • Installation of a clock tower
  • Introduction of hot air balloon activities
  • Branding of Ladakh in public transport

The feasibility of developing a “Valley of Flowers” at Warila was also discussed.

Focus on Medicinal Plants and Security Measures

  • Proposal to involve Sowa Rigpa experts for large-scale plantation of medicinal plants
  • Strengthening police control room strategy
  • Finalizing a comprehensive CCTV deployment plan

Call for Better Coordination

In his concluding remarks, Ashish Kundra emphasized:

  • Strong inter-departmental coordination
  • Submission of structured updates through presentations
  • Monitoring via a centralized master list

The review underscores the administration’s focus on accelerating development, improving governance, and enhancing quality of life in Ladakh.
