A comprehensive training programme for Booth Level Officers (BLOs) was conducted in Kargil under the supervision of the District Election Officer, aimed at enhancing the efficiency and preparedness of field-level election personnel.
Focus on Capacity Building
The training session, held at the Conference Hall in Baroo, saw participation from BLOs across the district, while officers from Zanskar joined virtually.
Zakir Hussain began the session by outlining the roles and responsibilities of BLOs, followed by a detailed technical training conducted by Mohd Amin.
Key Legal and Operational Aspects Covered
The programme focused on strengthening knowledge of electoral laws, including:
- Representation of the People Act, 1950
- Representation of the People Act, 1951
- Relevant provisions under subsequent amendments and guidelines
Participants were also briefed on the latest directives issued by the Election Commission of India.
Training on Field-Level Responsibilities
Key topics covered during the session included:
- Appointment and duties of BLOs
- Coordination with Booth Level Agents (BLAs)
- Summary Revision (SSR) process, including claims and objections
- Conducting house-to-house surveys for accurate electoral rolls
- Use of various electoral forms
Use of Technology in Elections
Special emphasis was placed on the use of the BLO Mobile App, enabling officers to:
- Improve field-level efficiency
- Ensure real-time data updates
- Enhance transparency in operations
Ensuring Free and Fair Elections
The training also covered poll day responsibilities, ensuring BLOs are well-prepared to facilitate free, fair, and transparent elections.

The initiative aims to:
