Kargil: In a significant step towards strengthening grassroots governance and economic empowerment, Deputy Commissioner Kargil chaired a high-level meeting to operationalise the One-Stop Centre (OSC) in the district, with a strong focus on departmental convergence and entrepreneurship support mechanisms.
The meeting reviewed the framework for establishing an efficient system aimed at improving coordination among various departments and ensuring that government welfare schemes reach beneficiaries in a streamlined and effective manner. Officials emphasised that the One-Stop Centre will act as a unified facilitation platform for citizens, particularly aspiring entrepreneurs, to access multiple government services under one roof.
During the discussions, the Deputy Commissioner stressed the importance of inter-departmental coordination and data-driven implementation. He directed all concerned departments to nominate knowledgeable and trained officers who are well-versed in their respective schemes and initiatives. These officers will be responsible for maintaining a comprehensive database of beneficiaries and guiding individuals on how to avail benefits under different government programmes.
The initiative places a strong emphasis on identifying and nurturing local entrepreneurs, especially youth, by connecting them with relevant schemes, financial support systems, and capacity-building programmes. Officials highlighted that the OSC will serve as a bridge between government departments, banking institutions, and aspiring business owners, ensuring smoother access to resources and guidance.
The Deputy Commissioner also proposed the introduction of weekly review meetings, to be held regularly, for monitoring progress and improving outreach at the grassroots level. These meetings will include participation from departmental representatives as well as banking officials to ensure coordinated efforts in promoting entrepreneurship and livelihood opportunities in the district.
Highlighting the importance of efficiency in governance, he observed that even a single committed and informed officer can significantly improve departmental performance and contribute to achieving developmental targets. He further emphasised the need for a citizen-centric approach, drawing parallels with private sector practices where customer satisfaction is a key priority.
The administration also plans to strengthen awareness campaigns so that information about various government schemes reaches every eligible individual in remote and urban areas of Kargil. Officials noted that lack of awareness remains one of the major challenges in scheme implementation, and the One-Stop Centre is expected to address this gap effectively.
Special focus was also laid on promoting entrepreneurship as a sustainable source of livelihood, particularly in sectors such as small-scale industries, handicrafts, tourism, and services. The initiative aims to encourage self-employment among youth and reduce dependency on traditional employment avenues.
Bank representatives present in the meeting assured full cooperation in facilitating financial assistance and credit linkage for eligible beneficiaries. Officials noted that stronger collaboration between banks and government departments will play a crucial role in the success of the initiative.
The Deputy Commissioner reiterated that the ultimate goal of the One-Stop Centre is to ensure transparent, efficient, and accessible governance, while fostering a strong entrepreneurial ecosystem in Kargil. He added that regular monitoring and timely intervention will be key to achieving meaningful outcomes.
With this initiative, the Kargil administration aims to build a more inclusive development model, where governance, financial institutions, and citizens work together to promote growth, employment, and self-reliance in the district.
