Union Minister for Rural Development Shivraj Singh Chouhan released the operational guidelines for the Digital India Land Records Modernization Programme (DILRMP) 3.0 at a hybrid event held at Krishi Bhawan. According to the Central Government, the focus of this new phase will not be limited merely to the digitization of land records but will also extend to simplifying services for citizens by integrating various land systems.
Initiatives under DILRMP 3.0 include a GIS-based ‘Land Stack’, a 14-digit Unique Land Parcel Identification Number (ULPIN), modern registration service centers, the digitization of old land records, and paperless revenue courts.
Shivraj Singh Chouhan stated that for farmers and rural families, land is not only an economic asset but also an emotional and familial legacy. He noted that accurate and easily accessible land records can help reduce property-related disputes and fraud, while also enhancing convenience for citizens.
According to the government, 99.90% of Records of Rights (RoR) and approximately 97% of cadastral maps have been digitized in the previous phases of the DILRMP. Meanwhile, the computerization of nearly 99% of Sub-Registrar Offices has been completed.
Key Features of DILRMP 3.0
In the new phase, states will be enabled to develop state-level ‘Land Stacks’ by integrating their land-related datasets and systems via APIs. A national Land Stack will be developed within the federal framework based on these state-level systems.
The objective of issuing a 14-digit ULPIN for every land parcel is to establish a unique identity for properties. Additionally, 75 high-footfall Sub-Registrar Offices will be upgraded into modern Registration Service Centers (RSKs), modeled after Passport Seva Kendras.
Old land and property registration documents will be scanned and preserved in digital format. Meanwhile, efforts will be made to facilitate access to registered documents, ownership history, and information regarding property-related liabilities through the proposed registration repository.
Revenue courts will also be linked to a digital system. The aim is to expedite the resolution of pending cases and disputes related to land mutations by integrating the Revenue Court Case Management System (RCCMS) with land records. Under the NAKSHA project for urban areas, GIS-based urban land records will be prepared, and Urban Property Cards (UrPro Cards) will be issued.
DILRMP 3.0 to Get 100% Central Funding
DILRMP 3.0 will be implemented across all states and Union Territories in a phased and performance-based manner, with 100 percent central funding. The program’s financial operations will be managed through the PFMS, while progress will be monitored via an advanced DILRMP-MIS dashboard.
