Leh, April 24: Administrative Secretary of Public Works (R&B) and Information & Public Relations, Shri Baseer Ul Haq Chaudhary, chaired a high-level meeting to review and finalize the Annual Action Plan under the State Development Plan (SDP)/State Sector Plan for the financial year 2026–27 in Union Territory Ladakh. The meeting focused on assessing ongoing and proposed infrastructure projects across the region, with a strong emphasis on timely completion, quality standards, and efficient use of public funds.
During the meeting, detailed discussions were held on several major development works, including the construction of an auditorium at Khaltsi, which is estimated to cost Rs 19 crore. The Administrative Secretary expressed concern over delays in the project, which was originally scheduled for completion in March 2026 but has now been extended to October. He directed the concerned department to submit monthly progress reports with component-wise updates and DPR-based assessments. He also made it clear that further release of funds would depend on satisfactory project progress.
The review also covered the construction of departmental quarters for staff at Tehsil Information Centres in Nubra, Drass, Zanskar, and Khaltsi. Shri Chaudhary instructed officials to ensure that these projects are completed within the stipulated timelines and set clear targets for their completion by June and July this year.
A comprehensive assessment was also carried out for works under hospitality and protocol, including important projects such as residential suites, Ladakh House Chandigarh, wildlife infrastructure, upgradation of forest facilities at Karzoo Leh, staff quarters in Kargil, flood restoration works under BRO Vijayak and Himank, and bridge infrastructure development. Officials reviewed progress across sectors and discussed strategies to improve execution and monitoring.
Highlighting regional priorities, the Administrative Secretary stressed that infrastructure development must focus on strategically important areas such as Nyoma, Nubra, Zanskar, Khaltsi, Drass, and Changthang. He emphasized the need to strengthen social infrastructure in these regions, particularly in healthcare, education, and road connectivity, to support both local communities and long-term development goals.
Shri Chaudhary also directed departments to prepare a list of completed projects that are ready for inauguration so that these assets can be dedicated to the public at the earliest. He underlined the importance of financial discipline and accountability, instructing all departments to maintain clear work abstracts, strictly follow timelines, and ensure proper utilization of allocated resources.
The meeting was attended by senior officials including the Chief Engineer, Public Works (R&B)/PMGSY, Joint Director of Hospitality and Protocol, Joint Director of Information & Public Relations, Assistant Director Planning, Assistant Director Information, Executive Engineers of all PWD divisions, CPWD officials, and other concerned officers.
